Abbreviations: Ch = Chain: R = Ring; ds = Double Stitch:  - =picot; + = join; Lpic = a picot of one centermeter ( which equals 0.3937 inches ) you can use a gauge for that.

 R: 4 – 1 – 4 – 4, Lpic, 1 ds, Lpic, 4 ds
Ch: 4 – 2 – 2 – 4 – 2 – 2 – 4
R: 4 ds, Lpic, 1 ds, Lpic, 4 ds, - 4ds, Lpic, 1 ds, Lpic, 4 ds.
Repeat chains and rings until there are seven chins.
R: 4 ds, 1 Lpic, 1 ds, 1 Lpic, 4 ds, - 4 – 1 – 4.
Upperchain: 4 – 2 – 2 – 4 – 2 – 2 – 4 – 2 – 2 – 4.
R: 4 – 1 – 4 + middle picot of last ring, 4 ds.

Make join with the Lpic of the second ring of the last row, 1 ds, join second Lpic of the last row, 4 ds.

Ch: 4 – 2 – 2 – 4 – 2 – 2 – 4.

R: 4ds, join first Lpic of the first ring of the last row and weave this one between the already joined Lpic, 1 ds, join second Lpic of the first ring of the last row and weave this one the opposite direction through the already join Lpic ( see picture) 4 ds, + ( middle picot of first ring of last row, 4 ds, join Lpic as with the first ring, 1 ds, join second Lpic, 4 ds.

The last chain is the same as the upperchain.
